Herman was born in Elizabethton, Carter County, Tennessee in 6 November 1909. He moved with his family to next door Johnson City, Washington County, Tennessee and that became home. He graduated Science Hill High School, Class of 1927. He was very athletic and played both baseball and football were he was a halfback. Herman then attended Milligan College over near Elizabethton, Tennessee and graduated with a BS degree in Commerce, Class of 1931. While attending college, he also worked as a clerk for the National Bank in Johnson City. After college, he worked for the American Bemberg and North American Rayon Corporations in Elizabethton while still living in Johnson City.

Herman enlisted in the United States Army on 7 April 1941 at Fort Oglethorpe, Georgia as a Private with service number: 34041158. He was then selected for and attended Officer Candidate School and commissioned a Second Lieutenant upon graduation with a new service number: O-1296238. Herman was then assigned to Company F, 2nd Battalion, 9th Infantry Regiment, 2nd Infantry “Indian Head” Division.

Herman was the only child of John Edward and Ethel Milhorn.
