William E. Hill was born on 20 November 1922 in Cleveland, Tennessee to William Harrison Hill and Hester Burton. He lived in Bradley, Tennessee in 1930. He died of tuberculosis on 20 April 1945 in Asheville, Buncombe, North Carolina at the age of 22 and was buried in Cleveland, Bradley County, Tennessee.

Bradley County Journal (Cleveland), 26 April 1945:
Pvt. William E. Hill, aged 23, of this city, died in the Veterans’ Hospital at Octeen, N.C., last Friday following an illness of 14 months. He is survived by his father, W. H. Hill of Nashville; four sisters, Mrs. Ruby Jones and Mrs. Bobby Mikel, of Winchester; Mrs. Effie Mikel and Mrs. Mary Parton, both of Cleveland; six brothers, Haskel, Clifford, and Eugene of Cleveland; R.L. of Missouri, and Private Charles Hill and Pvt. Willard Hill, both now in Germany. The body was brought to Cleveland and taken to the home of his brother Haskel, until the hour of the funeral Sunday afternoon at the Community Hall Church, when services were held with the pastor, the Rev. Jack Crye officiating, and burial was at Fort Hill Cemetery.
