Private First Class James S. Fultz was born on 15 October 1923 in Cagle, Tennessee. He was the son of Isaac “Ike” Charles Dennis and Rebecca Jane Seals.

He was assigned to 12th Infantry Regiment 4th Infantry Division. He was killed in action on 21 July 1944 in France and is buried at Cagle-Mount Pleasant Cemetery in Sequatchie County, Tennessee.
