James Harold Runyan was born in Evensville, Tennessee. He was the son of William White Runyan and Myrtle Maude McDowell. Husband of Edith Rebecca Looney and father of Bill Garland Runyan.

He was taken prisoner of war on 6 January 1945 and was taken to Stalag 4A Hohnstein (Airfield at Dresden-Klotsche) (No Base Camps: 13 Work Camps) Saxony 51-14 . He died on 6 March 1945 of pulmonary edema and lateral pneumonia and was initially buried in Porschdorf, Germany.
He is memorialized at Epinal American Cemetery, Epinal (Vosges), France and in Buttram Cemetery in Dayton, Tennessee.
