Phillip Tolley was born on 4 December 1922, the son of David Tolley and Julia Hileman. Pvt. Tolley joined the Army December 29, 1942 and went into the South Pacific in September, 1943, with the Coast Artillery. He had two brothers, Zeke and Raymond and a sister Ethel.
